What UK tech companies need from Employer of Record software in 2026

An EOR becomes the legal employer of your overseas hire. It issues a local contract, runs payroll, pays employment taxes, and provides the benefits the law requires, while you manage the person’s work day to day. Employer of Record software is the platform you use to do all of that.

For UK human resources (HR) and talent leaders, four things in 2026 make the choice harder than it was a year ago:

  • Your People team is already stretched. The Employment Rights Act 2025 is coming into force in stages. From 6 April 2026, statutory sick pay (SSP) became payable from the first day of absence, paternity leave and unpaid parental leave became day-one rights, and employers must now keep records of annual leave and holiday pay. From 1 October 2026, most employment tribunal claims can be brought within six months instead of three. That’s a lot of UK policy work before anyone has to learn another country’s notice periods.
  • European Union (EU) employment rules are moving at different speeds. The EU Pay Transparency Directive had to be written into national law by 7 June 2026, and only four of the 27 member states (Slovakia, Italy, Lithuania, and Malta) fully met that deadline. If you hire across Europe, rules on pay ranges and pay information are arriving country by country.
  • The provider you shortlisted may have changed hands. Deel acquired Omnipresent, the London-founded EOR, in October 2025 and moved its customers onto Deel. Boundless and Skuad now sit within Payoneer, and Velocity Global is now Pebl.

1. How much admin stays with your team?

This is the first objection most HR leaders raise: “Won’t this just create more admin?” Some EOR platforms are largely self-serve, which means your team does the data entry, chases documents, and works through a support queue when something goes wrong. Others run the process for you.

  • What good looks like: a named person who knows your account, clear ownership of each onboarding step, and support that handles employee pay and benefits queries without routing them back to you.
  • What to ask: “After we sign, what does my team still do for each new hire, and who do we call when something goes wrong?”
  • UK angle: with the Employment Rights Act 2025 adding UK policy work, the less overseas admin lands on your People team, the better.

2. Can it handle local contracts, benefits, and law changes without your team doing the research?

HR leaders shouldn’t need to research probation rules in Spain or statutory contributions in Portugal. The EOR should know them, apply them, and update your contracts when the law changes. Legal stakeholders will also want to know who carries liability if something goes wrong, and how employee data is handled.

  • What good looks like: contracts generated with each country’s legal minimums built in, a team that tracks employment law changes, liability and indemnification terms you can read before signing, and recognised security certifications.
  • What to ask: “How do you track employment law changes in our countries, and how do they reach our contracts? What does your agreement say you’ll cover if you get compliance wrong?”
  • UK angle: ask specifically how the provider is handling EU pay transparency rules country by country. On data, the European Commission renewed the UK’s adequacy decisions until 27 December 2031, so employee data can keep flowing from the European Economic Area (EEA) to the UK without extra transfer safeguards.

3. How fast can you get from offer to start date?

Talent leaders measure this in days from offer to onboarded, and founders measure it in weeks from decision to first hire. Contract turnaround is part of it. Finding the right person is usually the slower part.

  • What good looks like: a published contract turnaround, onboarding that tracks every step, background checks built into the same flow, and help finding the hire if you don’t have one yet.
  • What to ask: “How long from signed offer to signed contract in each of our target countries? If we don’t have a candidate, can you help find one?”
  • UK angle: relocating a UK employee to the EU now needs a work permit, so hiring locally through an EOR is often faster than moving someone.

4. Will the employee experience reflect well on you?

Candidates judge you on the process. A confusing third-party contract, a slow first payslip, or a thin benefits package can lose you a hire or an early resignation.

2. Deel: best for one platform across employees and contractors

Deel’s pricing page lists EOR at $599 per employee per month, billed month to month, with full legal employment in 130-plus countries. Its developer documentation describes an App Store used by more than 40,000 companies, with integrations for HRIS sync (such as BambooHR and Workday), accounting (such as QuickBooks and Xero), and Slack and Microsoft Teams, plus an API for custom builds. Its HiBob integration lets EOR employees enter time off in HiBob, keeping HiBob as your source of truth.

For UK buyers, Deel is also where former Omnipresent customers now sit: Deel acquired Omnipresent in October 2025 and published migration guides moving its businesses and workers onto the Deel platform. On cost, Deel’s standard EOR deposit is between one and 1.5 times all monthly charges, including salary, employer costs, fixed allowances, and management fees. Late payments can go out off-cycle for $29 per employee affected.

3. Remote: best for owned-entity employment in every country it covers

Remote says it owns and operates 100% of its entities, with no handoffs to third parties, across 90-plus EOR countries. Its Compliance Watchtower feature monitors legal changes across those countries through Remote’s in-house legal team and surfaces them in the platform, which answers the “how do you keep up with law changes” question directly.

On cost, Remote’s EOR page lists $699 per employee per month billed monthly, or $599 on annual billing. Its pricing page says the FX rate used for each line item is visible on your monthly invoice breakdown, and that there are no platform, onboarding, or setup fees for EOR. Remote also sells Recruit, from $199 a month, which matches candidates from its talent network using artificial intelligence (AI) and job advertising.

Multiplier’s frequently asked questions page says every customer gets “a named Customer Success Manager from day one”, on every tier, not only enterprise accounts. That answers the admin question at a lower price point than most. It also says employment contracts generate in under five minutes and that most customers have their first employee onboarded within 48 to 72 hours, across 150-plus countries.

Multiplier’s help centre documents integrations with the HR systems many UK scaleups run, including HiBob, BambooHR, Personio, Zoho People, SAP SuccessFactors, and Workday via API, plus QuickBooks Online and Expensify. It says there are no setup, onboarding, or offboarding fees on any tier. Its EOR terms say the deposit is set at Multiplier’s discretion, based on factors including employee costs, notice periods, and the client’s credit standing.

Boundless is headquartered in Ireland and part of Payoneer. Its pricing page starts EOR at £149 per employee per month, one of only two providers on this list to publish a fee in pounds, and notes that pricing varies with the employee’s country, the currencies involved, and regulatory complexity. It covers 110-plus countries and says there are no setup fees and no long-term or minimum commitments.

Boundless says every customer gets a dedicated account manager and access to in-country employment specialists, and it positions itself around European markets, which suits UK companies whose first hires are in the EU. Its sister company Skuad is also part of Payoneer, and G2 lists the two together as “Payoneer Workforce Management (Formerly Skuad + Boundless)”.

Oyster builds its pitch around the employee experience. Its EOR page lists pre-created local and global benefits packages you can enrol people in from the platform, and Oyster says each team member gets a dedicated Hiring Success Manager during onboarding. After that, customers and employees have specialised support teams for payroll, benefits, HR, and offboarding, with requests resolved within 72 hours.

Oyster’s pricing page lists EOR at $699 per employee per month, with annual discounts, across 120-plus countries, and says there are no extra charges for setup, onboarding, or offboarding. It normally asks for a one-month, refundable deposit, which its help centre says includes recurring bonuses, commissions, and allowances agreed during hiring. Visa sponsorship is available as an add-on.

Its pricing page offers volume discounts and lets you view prices in several currencies, including GBP. Its G2 listing names a dedicated customer success manager among its EOR features.

G-P says its EOR works with established HCM and payroll providers rather than replacing them, and describes an AI HR agent, G-P Gia, alongside its EOR and contractor products. That suits larger scaleups that already run an enterprise HCM. Final pricing comes through a proposal request.

Its pricing page publishes EOR from $399 per employee per month and asks you to request a quote for the country you’re hiring in.

Pebl says its compliance guidance is vetted by the law firm Baker McKenzie and that its own regional teams handle your account, with no third-party brokers. Integrations and API access are included in the EOR fee, and its directory includes tools such as Greenhouse, ADP, JazzHR, and Oracle.
